Fabregas delivers again with penalty for Spain

DONETSK, Ukraine (AP) -Four years after delivering the penalty credited with starting Spain's era of dominance, Cesc Fabregas has ensured the country's golden run lives on.

Fabregas scored the decisive spot kick against Portugal on Wednesday to send Spain back to the European Championship final. Spain will play either Germany or Italy in Sunday's final in Kiev, where it can become the first team to win three straight major championships.

"I had this intuition that we could advance if we went to penalties and that's what we did," Fabregas said. "I was going up to take the fifth penalty and I already felt that I would do it. There's a lot of emotions (when stepping up to take a penalty)."

At Euro 2008, it was also Fabregas who converted the winning penalty in a shootout victory over Italy in the quarterfinals, which Spain's players have said put the team on course for trophy success.

Fabregas' penalty against Italy four years ago secured Spain's passage into the semifinals, where it beat Russia before a 1-0 win over Germany in the final for its first title in 44 years. In the 2010 World Cup final, Fabregas delivered the pass for Andres Iniesta to score the extra-time winner to beat the Netherlands and win the tournament in South Africa.

Spain's players have often credited Fabregas' penalty as lifting the fog of underachievement at major tournaments, where it always arrived with talent but never lived up to expectations.

Now, Spain has a chance to become the first team to win three straight major titles.

"I played poorly, but the team worked really hard," said Fabregas, who replaced striker Alvaro Negredo in the 54th minute. "Being in another final is a miracle. It's really incredible."

Coach Vicente del Bosque said Fabregas indicated he wanted to take the decisive spot kick.

"All five of them offered to shoot the penalties," Del Bosque said. "Cesc told me 'I want to do the fifth one, to be the victorious one."'

Left back Jordi Alba gave Fabregas some inspiration before the Barcelona forward stepped up to the penalty spot.

"When Cesc was going to take the fifth penalty, I told him, 'Look, you have another opportunity to do the same thing as in the previous Euro,"' Alba said.

Fabregas, who has scored two goals in the tournament, hoped his deciding shot delivered some joy to Spanish supporters, who numbered a few thousand in the Donbass Arena.

"I hope they will all go to party," said Fabregas, whose penalty just came off the inside the left post and stayed in.

(AP) ? The violence in Syria has worsened since a cease-fire deal in April and the bloodshed appears to be taking on dangerous sectarian overtones, the U.N. said Wednesday.

Investigators say they have concluded that Syrian government troops could be behind the killing of more than 100 civilians in the village of Houla last month. The findings, which were presented to the U.N.'s top human rights body, could lay some of the groundwork for prosecuting alleged crimes against humanity and other abuses in Syria.

Reflecting the sense of urgency, senior diplomats said world powers are planning to meet Saturday in Geneva in an attempt to end the bloodshed, with U.S. Secretary of State Hillary Rodham Clinton and Russia Foreign Minister Sergey Lavrov saying they will attend. Notably uninvited were major regional players Saudia Arabia and Iran, and Syria itself.

Activists say more than 14,000 people have been killed since the uprising against President Bashar Assad's regime began in March last year and the increasing militarization of both sides in the conflict has Syria lurching toward civil war.

Paulo Sergio Pinheiro, who heads a U.N. panel conducting an international investigation of allegations of human rights abuses in Syria, called the country a "crime scene" and said investigators had prepare a list of names of people suspected of being responsible for crimes.

The probe into the massacre in the central Syrian village of Houla concluded that forces loyal to the government "may have been responsible" for many of the deaths.

The report says the military or pro-government shabiha forces had better access to the Houla village during the May massacre. The village leans toward the opposition and most of the victims were women and children who were slaughtered in their homes, it said.

"The manner in which these killings took place resembles those previously and repeatedly documented to have been committed by the government," Pinheiro told the U.N.'s top human rights body in Geneva.

A final position on who was responsible for the massacre would require more work, Pinheiro said, but in unusually direct language he said interviews conducted by the commission "indicated that government forces and shabiha have committed acts of sexual violence against men, women and children."

The U.N.'s deputy envoy for Syria, Jean-Marie Guehenno, told the Human Rights Council that the violence in Syria has "reached or even surpassed" levels seen before the April 12 cease-fire agreement and that a six-point peace plan forged by his boss, U.N.-Arab League envoy Kofi Annan, "is clearly not being implemented."

Growing numbers of Syrians also are being targeted in the country's conflict on account of their religion, said commission member Karen Koning AbuZayd, a U.S. citizen and former head of UNRWA, the U.N. agency that aids Palestinian refugees.

"Where previously victims were targeted on the basis of their being pro- or anti-government, the Commission of Inquiry has recorded a growing number of incidents where victims appear to have been targeted because of their religious affiliation," said the panel's report delivered to the Council.

Fayssal al-Hamwi, the Syrian ambassador in Geneva, charged that the allegations against the government are "quite fantastic." Then calling the council meeting blatantly political, he said he no longer wished to participate and strode out as if in protest. 'He also suggested Syria might reduce its longer-term cooperation internationally.

Annan said he sent invitations for the Saturday summit to the five veto-wielding permanent members of the U.N. Security Council ? Britain, China, France, Russia and the United States ? plus Turkey, Iraq, Kuwait and Qatar, and the European Union.

The U.S. has been adamantly opposed to Iran taking part, while Russia supported its inclusion. The invitations also included the secretary-generals of the U.N. and the League of Arab States.

Russia and China, two of the Security Council's five permanent members, have twice shielded Syria from U.N. sanctions.

The affirmations a person uses depend on many factors. What is the person trying to accomplish? Where is he or she now in relation to that goal or dream? What is their belief factor? Is he or she aspiring to something big or just looking for incremental improvement?

One of the biggest knocks critics have against affirmations is that they encourage unrealistic thinking.

It is ridiculous, they say, to encourage a sixth grader who can barely play ?Hot Crossed Buns? on the saxophone to use an affirmation like, ?I am a world-class saxophone player?. That?s just delusional, they argue, to have a child believing something so out of touch with reality.

I absolutely agree!

?What,? you say, ?I thought you were in the business of promoting affirmations and encouraging others to follow their dreams?? I am. And, I still agree with those critics. Oh, I believe emphatically that affirmations are for everyone, but I do not believe every affirmation is for every person.

Yes. The critics are correct. This affirmation is completely unrealistic for any sixth grader who believes it is unrealistic.

They are also correct that a smart sixth grader is probably going to doubt the affirmation at some point. Sooner or later the sixth grader using this affirmation may have the thought, ?I can?t even play ?Hot Crossed Buns?. I?m not a world class saxophone player.?

These two pieces of information do not match up. The sixth grader, like most human beings, will search for a way to make the ideas congruent. When this happens it is decision time for the sixth grader and his or her dream of being a world-class saxophonist. Whether they know it or not the critics are citing and the sixth grader is experiencing a well-known psychological phenomenon called cognitive dissonance.

This theory states that when we hold two incongruent pieces of knowledge in our minds there is a very strong psychological impulse to bring the two conflicting thoughts into agreement. The idea being that our sixth grader cannot hold the thought, ?I can?t even play ?Hot Crossed Buns?,? in his or her mind while at the same time holding the idea, ?I am a world class saxophone player.?

The classic example is the mother on the news who cannot reconcile the baby she brought into the world with the possibility that he may have committed a crime. So, she believes in his innocence even against overwhelming evidence.

Now, here is where the critics? logic fails. They assume, I suppose, that the only option for this newly self-aware sixth grader is to stop using this unrealistic affirmation and stop pursuing such lofty and unrealistic dreams. Basically, ?Give it up, kid, there?s no chance.?

The cognitive dissonance theorists tell us that there are actually three options (besides ?getting real?) open to resolve this dilemma.

Change beliefs ? the sixth grader can change one or both beliefs to be more in line. ?I know I?m not a world-class saxophonist right now, but I can be someday.? He or she admits the first fact and changes the condition for the second to bring them into congruence.

Facebook names 1st woman, Sandberg, to board

(AP) ? Facebook's No. 2 executive, Sheryl Sandberg, has become the first woman on the social-networking company's board of directors.

Sandberg was lured from Google in 2008 to become Facebook's chief operating officer. Besides being the first woman, she is the first Facebook executive other than founder and CEO Mark Zuckerberg on the board.

There had been calls for the company to add women to its board ahead of its initial public offering of stock in mid-May.

In announcing the move Monday, Facebook Inc. didn't say whether it came in response to calls to add women. But as the No. 2 to Zuckerberg, she was a logical choice.

"Sheryl has been my partner in running Facebook and has been central to our growth and success over the years," Zuckerberg said in a statement. "Her understanding of our mission and long-term opportunity, and her experience both at Facebook and on public company boards makes her a natural fit for our board."

Sandberg has been largely responsible for building Facebook's advertising business. She also often serves as Facebook's public face, appearing at conferences and important meetings, while Zuckerberg often prefers to stay in the background and focus on Facebook's products.

Sandberg's appointment is somewhat symbolic. She is already a highly influential executive at Facebook, which is unlikely to change with her board appointment. That said, Zuckerberg still controls Facebook and its board due to his holding more than half of its voting stock.

Sandberg, 42, joins Zuckerberg, Netflix chief Reed Hastings and entrepreneurs Marc Andreessen, James Breyer and Peter Thiel. Also on the board are Donald Graham, CEO of The Washington Post Co., and Erskine Bowles, president emeritus of the University of North Carolina system.

Sandberg also serves on the boards of The Walt Disney Co. and of groups such as Women for Women International. She won't receive any additional financial compensation for the board role.

UltraViolet, a women's rights group that has been asking Facebook to add women to its board, said its campaign "should have never been necessary."

"We hope this is a first step for Facebook and in the coming months more women will be added to their board," UltraViolet co-founder Nita Chaudhary said in a statement. "In addition, we hope that other companies with all-male boards, particularly those in the tech sector, will follow Facebook's lead."

Most large corporations have at least one female board member, but that's where it ends for many of them. According to a report on corporate board gender diversity from corporate advisory firm Glass Lewis, 91 percent of companies in the S&P 500 had at least one female board member in 2011.

Catalyst, a nonprofit group that advocates for women in business, says in a report that only 16.1 percent of board seats at Fortune 500 companies were held by women last year.

Companies in the energy and technology sectors had the lowest levels of female board representation, the Glass Lewis report found.

According to press accounts, a gambling mogul has so far "invested" $35 million in the Republican campaign effort this year. And that's just what we know about. In the wide open casino atmosphere of Politics 2012, there could also be unlimited additional amounts contributed to organizations that will not even report their contributors until after the election. The sums involved are tremendous when compared to past campaign spending. For example, $235 million has already been spent on television advertising designed to discredit the president's signature health reform plan. Campaign 2012 will not only have the biggest price tag in history; it is sure to have the most seven- and eight-figure donors. Individuals and businesses can spend just about whatever they want. If they choose to, they can also easily be shielded from public view by a laundering they contributions through vehicles whose contributors can be completely anonymous.

Overall, Republicans will have a big edge in the no limits contribution game this year and are likely to warp Congressional races in their direction. But at the presidential level will outspending be the key to swamping the campaign effort of President Obama? Hard to say, but we have every reason to expect candidates at all levels to be the objects of large scale, sharply negative, attack ads.

There is an echo here of the past, albeit in a very different context.

During the 1950s as the "cold war "intensified, military and civilian analysts delved deeper into questions of how to thwart a nuclear attack by the Soviet Union. Most concluded that, with the advent of ballistic missiles and nuclear submarines, it would be practically impossible to defend the continental United States from devastating destruction. Many experts also agreed that it would financially and probably scientifically impractical to create an effective shield against an all-out attack -- even if the technology required somehow became available. In this environment, it's no surprise that gradually defense doctrine became centered on the idea that, even if a nuclear attack could not be repulsed, it could be deterred by the threat of massive retaliation. This argument contended that it was more achievable and efficient to create a force that could survive a first strike and still have the potency to respond with enough destruction to destroy the main adversary's civilization. This doctrine of deterrence became known as Mutually Assured Destruction -- or MAD.

Which brings us back to the state of politics today.

Under the new free for all spending conditions -- created by a clueless and reliably partisan Supreme Court and feckless Federal Election Commission -- campaigns are sure to have enough money to effectively diminish the reputations of an opponent. About $5 billion was spent in 2008. Expect expenditures to be north of $10 billion this year. And the lion's share of that money will be spent on attack advertising. Like America's nuclear doctrine in the 1950s, negative advertising provides more bang for the buck.

Negative ads work for a variety of reasons; they fill in the blanks for an electorate with disappointingly limited knowledge of candidates and they conform to the stereotypes of politicians. The news --let's face it -- is not filled with examples of politicians doing good works. Further negative information is probably just more plausible than positive information, about which the public is skeptical.

Looking back at the MAD analogy, it would seem that the only remedy for this situation would be an agreement between the presidential candidates to avoid personal attack advertising and disown it when it is sponsored by the supporting pack of PACs. As with relations with the Soviet Union, such confidence building measures might provide a route to future reforms.

There is on one problem with the idea: It's not going to happen. Imagine a MAD situation where both sides fire off all the missiles they can and you have a reasonable approximation of the current state of American political campaigns.

In other words the deterrent effect just isn't part of the political process. There are no arms control agreements and no restraint in the face of what plainly is real damage to public trust and effective government. Instead, the name of the game is to accept the notion of mutually assured destruction not as a deterrent, but the inevitable result of parallel strategies. Hit the other guy fast and hard; get hit yourself in turn; and hope to emerge as the lesser evil.

During the Cold War, in a manic and scary way, MAD worked -- although recently revealed details of the Cuban Missile Crisis provide evidence that it was, on that occasion, a close shave. In the frenzy of modern campaigning, no such standoff seems possible. Apparently it was easier to depend on the Soviets to behave rationally than it is for the two parties to find a way to work together.

MMA legend Fedor Emelianenko notched another win in St. Petersburg, Russia, knocking out former UFC heavyweight contender Pedro Rizzo in the first round. With Russian president Vladimir Putin looking on, Emelianenko leveled Rizzo with a right hand then followed him to the ground to stop the fight.

Emelianenko now has three wins in a row after losing to Fabricio Werdum, Antonio Silva and Dan Henderson in Strikeforce. Before that, he was an unstoppable force, racking up 31 wins, one loss and one no contest.

Before this bout, Emelianenko told Russian television this fight would be his last, but he did not talk about retirement in his post-bout interview. It remains to be seen if "The Last Emperor" is truly done with MMA.

Well, it looks like the summer is officially here, both by the calendar and the weather forecast. Starting today, we're looking at 90+ degree temperatures for a while. With that in mind, one must be vigilant of the extreme temperatures while working out. Don't push yourself and listen to your body while working out in the heat, but here's a few tips you also should be aware of:


Stay hydrated. Whether you?re stocking up on H2O or Gatorade it?s important to keep the liquids flowing to prevent dehydration. Replenishing your electrolytes is beneficial to keeping you strong and hydrated.

Catch shade.
(Even if it?s just for a few minutes.) Getting out of the sun will prevent your body from over-heating. It?s much easier to catch your breath and revitalize without the sun beaming down on you.

Wear sunscreen. If you?re determined to exercise outside in the heat, make sure you wear waterproof sunscreen with an SPF 30 or above. It will protect your skin and block the sun?s harmful rays.

See sunrise. During the summertime it?s best to get up early and workout in the morning when it?s still cool or even after sunset. Midday is when the temperature hits a high so if it?s a lunch-time workout: maybe stay indoors.

Don?t push it
. If you feel like you?re getting dizzy or faint take a rest. Extreme heat can case exhaustion so it?s important to listen to your body.

As many of my regular viewers to this web blog know, there are many factors contributing to childhood obesity. I post daily here about it, whether news print articles, opinions, feedback, or just personal opinion.

Recently, I wrote an article for Yahoo! (click here) about childhood obesity. I started searching for sources for this article, and received over 100 responses to the question, ?What do you think caused the rise in childhood obesity?? Responses came from professional and Olympic athletes, fitness experts, health experts, nutritionist, and parents.

I was unable to use everyone?s feedback, but thought it would be great to post some of their responses on my blog in a new web series, ?What Causes Childhood Obesity.? I hope that you enjoy the opinions here from various individuals. Please remember, my including their posts does not necessarily mean I agree or endorse their opinion, rather, a place to share other people?s thoughts.

The two main reasons why childhood obesity is on the rise are:

1) The modern lifestyle for children is similar to that of adults. It involves more sitting than standing or moving around. Kids sleep all night, sit at breakfast, sit on the ride to school, sit most of the time at school, sit on the way home, sit at dinner, and sit while doing homework, watching TV, while on the computer, etc. Children are extremely sedentary.

2) With processed foods comes high levels of sugar, salt, and nonnutritive ingredients. Households are depending too much on these foods in feeding themselves and their children causing problems with obesity and all the medical problems associated with it (diabetes, high cholesterol, heart disease).

One change which can have a positive effect for a lifetime is for the entire family to start a habit of doing things together that are active on a daily basis. Spending some time outside daily riding bikes, playing catch, gardening, whatever. It needs to be a family affair to have an impact on the child. Too often parents look at the obese child as the one with the problem when it?s a family problem.

AT&T Galaxy S III shipping date slips a week

AT&T Galaxy S III

Just a quick heads up that while we're waiting on official word from AT&T regarding actual availability of its Galaxy S III (you'll recall that Sprint and possibly T-Mobile have pushed things back a little), do note that the arrival date for preordering devices is now showing "on or before June 28" instead of June 21. (It's unknown whether that affects previously preordered devices, or new ones. We'll update you here when we find out.)

We'll likely be told any change is due to the unprecedented popularity of the phone. Or, if you're like us and would really like to give someone some money for a phone or two, you'll start to wonder what the holdup is, and whether it links back to previous production problems.

Anyway, looks like we'll be waiting an extra week on AT&T.

Subscriptions. It's the wave of the future, man. It's also the wave that Facebook's now riding, as it has just announced plans to enable developers to offer subscription payment services starting in July. In other words, devs that charge monthly for a premium edition of a title will be able to accept automated payments so long as the user continues their subscription. Without question, it's bound to be attractive to prospective app builders, and moreover, Facebook's about-face on Credits as the primary payment method will be met with praise, too. For the past year and a half, Facebook Credits were the way that many items were priced; going forward, devs will be allowed to price things in their own currency, eliminating yet another barrier in the transaction. The status quo 30-70 revenue split isn't going anywhere, however, but Facebook has admitted that it'll "convert any Credit balances into the equivalent amount of value in local currency," according to TechCrunch.

Expansion of forests in the European Arctic could result in the release of carbon dioxide

ScienceDaily (June 17, 2012) ? Carbon stored in Arctic tundra could be released into the atmosphere by new trees growing in the warmer region, exacerbating climate change, scientists have revealed.

The Arctic is getting greener as plant growth increases in response to a warmer climate. This greater plant growth means more carbon is stored in the increasing biomass, so it was previously thought the greening would result in more carbon dioxide being taken up from the atmosphere, thus helping to reduce the rate of global warming.

However, research published in Nature Climate Change, shows that, by stimulating decomposition rates in soils, the expansion of forest into tundra in arctic Sweden could result in the release of carbon dioxide to the atmosphere.

Dr Iain Hartley now based in Geography at the University of Exeter, and lead author of the paper, said: "Determining directly how carbon storage is changing in high-latitude ecosystems is very difficult because the majority of the carbon present is stored below ground in the soils. Our work indicates that greater plant biomass may not always translate into greater carbon storage at the ecosystem level.

"We need to better understand how the anticipated changes in the distribution of different plant communities in the Arctic affects the decomposition of the large carbon stocks in tundra soils if we are to be able to predict how arctic greening will affect carbon dioxide uptake or release in the future."

By measuring carbon stocks in vegetation and soils between tundra and neighbouring birch forest, it was shown that compared to tundra, the two-fold greater carbon storage in plant biomass in the forest was more than outweighed by the smaller carbon stocks in forest soils.

Furthermore, using a novel methodology based on measuring the radiocarbon content of the carbon dioxide being released, the researchers found that the birch trees appeared to be stimulating the decomposition of soil organic matter. Thus, the research was able to identify a mechanism by which the birch trees can contribute directly to reducing carbon storage in soils.

"Dr Gareth Phoenix, of the University of Sheffield's Department Animal and Plant Sciences, who collaborated on the research, added:

"It shows that the encroachment of trees onto Arctic tundra caused by the warming may cause large release of carbon to the atmosphere, which would be bad for global warming.

"This is because tundra soil contains a lot of stored organic matter, due to slow decomposition, but the trees stimulate the decomposition of this material. So, where before we thought trees moving onto tundra would increase carbon storage it seems the opposite may be true. So, more bad news for climate change."

The results of the study are in sharp contrast to the predictions of models which expect total carbon storage to increase with the greater plant growth. Rather, this research suggests that colonisation by productive, high-biomass, plant communities in the Arctic may not always result in greater capture of carbon dioxide, but instead net losses of carbon are possible if the decomposition of the large carbon stocks in Arctic soils are stimulated. This is important as Arctic soils currently store more carbon than is present in the atmosphere as carbon dioxide and thus have considerable potential to affect rates of climate change. It is yet to be seen whether this observed pattern is confined to certain soil conditions and colonising tree species, or whether the carbon stocks in the soils of other arctic or alpine ecosystems may be vulnerable to colonisation by new plant communities as the climate continues to warm.

(AP) ? Cristiano Ronaldo's smile and swagger were back, and so was his scoring touch.

The Real Madrid forward finally found the form he was lacking at the European Championship, scoring twice in a sparkling performance Sunday to give Portugal a 2-1 win over the Netherlands and a spot in the quarterfinals.

Poised to be written off as one of the tournament's flops, Ronaldo put a miserable two-game goalless run at Euro 2012 behind him.

"Now everything is possible," said Ronaldo, who went a long way toward silencing the critics who accused him of failing to reproduce the form he showed in a sensational 60-goal club season.

Ronaldo failed to shine in Portugal's 1-0 loss to Germany and 3-2 win over Denmark, but he was devastating against the Dutch. He produced an equalizer with his first goal of the tournament in the 28th minute and scored the winner in the 74th. He had a half dozen other attempts at goal, including a low drive that clipped the post in the 16th, and he set up two clear chances for teammates.

"Ronaldo got so much criticism in the last game and he is back now," Netherlands coach Bert van Marwijk said. "That is how fast things can change."

On Sunday, Ronaldo upstaged Schalke's Klaas-Jan Huntelaar and Arsenal's Robin van Persie, the leading scorers in the Bundesliga and Premier League. Neither was able to find the net at the Metalist Stadium, although midfielder Rafael van der Vaart gave the Dutch an early lead.

After that, Ronaldo stole the show.

As Portugal cranked up the pressure, Ronaldo probed the Dutch back line and tied it off of Joao Pereira's pass. It was the kind of chance he took so often at Real Madrid last season but wasted in Portugal's opening matches.

For his second, Ronaldo received a pass from former Manchester United teammate Nani, coolly wrong-footed his marker and tapped the ball past the goalkeeper.

"This was our best game so far," Portugal coach Paulo Bento said, declining to single out Ronaldo. "What is most important is that we kept fighting after we lost our opening game."

After his goals, and at the final whistle, Ronaldo beckoned his teammates to celebrate, and they mobbed him. He pulled on a shirt with "Junior" printed on it, and explained later it was for his son's second birthday.

Up next for Ronaldo and his teammates is a quarterfinal match against the Czech Republic on Thursday in Warsaw.

"We really deserved to qualify for the quarterfinals," Ronaldo said.

Euro 2012 was expected to provide a showcase for Ronaldo, but his explosive Real Madrid form had deserted him. And when he's not on form, Portugal often looks tame and ordinary.

Opposition fans mocked him whenever he put a foot wrong or failed to pull off one of his ball tricks. He was taunted with chants of "Messi" ? his Barcelona and Argentina rival. And against Germany and Denmark, Ronaldo was often short-tempered with his team when he didn't get the ball supply he's used to at Real Madrid.

But against the Netherlands, he was the consummate captain.

Needing a win to have a chance at staying in the tournament, the disappointing Dutch fielded an impressive attacking lineup that needed to score at least two goals. It produced one.

"We started quite well but we were playing against one of the better teams today," Van der Vaart said. "We lost three times. We were bad and we don't deserve to go through."

DENVER (AP) ? Additional crews were arriving Saturday at a wildfire in northern Colorado that has scorched about 85 square miles and destroyed at least 181 homes, the most in state history.

The High Park Fire burning 15 miles west of Fort Collins surpasses the Fourmile Canyon wildfire, which destroyed 169 homes west of Boulder in September 2010.

Fire information officer Brett Haberstick said Saturday that more than 1,500 personnel are working on the Fort Collins-area fire. The lightning-caused blaze, which is believed to have killed a 62-year-old woman whose body was found in her cabin, was 20 percent contained. The fire's incident commander said full containment could be two to four weeks away.

Haberstick said hot and dry conditions were expected to continue, but crews have made progress in containing a 200-acre spot fire that erupted Thursday afternoon north of the Cache La Poudre River, a critical line of defense against northward growth.

"We're hopeful that we will be able to contain it today, but that will be determined by Mother Nature," Haberstick said.

Firefighters have extinguished other incursions north of the river, but the most recent one appeared to be more serious.

National Weather Service meteorologist Kyle Fredin said some rain was expected in the fire zone Saturday evening, but it will not be enough to put the fire out.

"We need a rain that will really last all day," he said. "But it's better than dry wind at this point."

The fire was reported June 9 and has since raced through large swaths of private and U.S. Forest Service land.

Agriculture Secretary Tom Vilsack, who oversees the Forest Service, met with fire managers in Fort Collins on Saturday and said "fighting this fire is going to require us to be aggressive, persistent and also patient.

"We're going to continue to work to make our forests more resilient. We're going to continue to ensure that adequate resources are provided for fighting fires and we are going to continue to make sure that we encourage appropriate stewardship of our forests," he said.

Vilsack praised Congress for allowing the government to contract additional aircraft ? particularly heavy tankers ? to fight wildfires across the West. But he called on lawmakers for budget certainty to help plan for future fires.

Vilsack is scheduled to hold a news conference with U.S. Forest Service Chief Tom Tidwell in Albuquerque on Sunday.

Meanwhile in New Mexico, questions were being raised about whether bureaucratic red tape prevented firefighters from saving more homes affected by the Little Bear Fire after federal officials released transcripts of the firefighters' response.

Congressman Steve Pearce said Friday in an interview with KOB-TV (http://bit.ly/Mga1yx ) that he believed federal officials could have done more after lightning sparked the fire outside the resort town of Ruidoso on June 4. Days later, high winds sent embers more than a mile from the blaze's end, causing the inferno to grow.

But officials released transcripts of the response on the Lincoln National Forest website that suggested firefighters were attacking the blaze as soon as it was a quarter of an acre.

The fire has destroyed 224 homes and burned 59 square miles.

In Arizona, the Northern Arizona Incident Management Team took command of the 1,500 acre blaze in the Tonto National Forest. Officials said the fire was 15 percent contained and firefighters continued to battle unseasonably dry fuels, high temperatures and low humidity.
