Small Business Vs. Franchising Part 2- Which Do You Want ...

Franchises: Levels of Opportunity
Franchising offers franchisees a level of opportunity which is not possible in regular businesses. A start-up venture with an established brand, as well as with the support of seasoned professionals, is a tremendous advantage to a business person. Yet many do not realize that varied levels of opportunity are available within franchising. Franchisors can offer the ?standard? franchise but there are also additional options for franchisees.
Types of Franchises
?A mini-model ? suitable for those with less capital
?An ?in advance? option ? allowing franchises to take on additional units based on future performance of the first location
?A large territory option ? allowing an entrepreneur to become an area developer
?A master licensing option ? in which an entire country or State is your playing field
Ideally, franchisees should enter at the most suitable level for their skills. Most franchisors will enjoy a challenge but nobody thrives in a business if they feel overwhelmed by the commitment. When you are exploring and comparing different franchises, understanding yourself is an invaluable asset.
Remember that a franchise is a long term commitment ? maybe five or ten years. Although in regards to franchises, ?commitment? can be a relative term. Within the contractual commitment, the standard franchise is five years with the possibility of renewal for every 5 years subsequent to that period. The opportunities for renewal can extend up to a maximum of 15 to 30 years (and possibly ongoing) depending on the particular franchise.
Everyone does not have a clear understanding of franchise licenses. Many individuals are under the impression that franchises extend for an exact 15 or 25 years. Some people believe that franchises do not have an expiry date. The first franchise systems in North America did not have an expiry date. As franchisors leaned more about the industry, they realized that having ?no expiry? date was not favorable to franchising.
The ?lifetime? licenses ran into problems in two specific areas ? locations and losses. When locations began to show signs of age, franchisees lost interest and became complacent about their business. Since a neglected franchise can weaken the entire franchising system, the failing business becomes an impediment to future sales on the customer and franchisee side.
In addition, older contracts neglected to enforce rules and regulations about modernization. New locations did not open and the brand could not experience consistent growth. The whole system was affected in a negative manner. The ?lifetime? licenses resulted in inadequate regional representation and often in failed franchises. Today?s licenses include guidelines which encourage the franchisee to stay current in the modern marketplace.
If current franchisees let their business run down or do not market it in a proper manner, they need not expect a renewal following the five-year period. Modern ?renewable-on-conditions? contracts help protect the investment of the franchisor and the franchisee. These contracts help maintain and increase the value of locations and ensure the health of the franchise. Since franchises are an extremely synergistic setup, the guidelines set up a winning scenario for the entire franchising system. Offering distinct levels of business opportunities, modern franchising is a flourishing industry.

U.S. Small Business Administration Strategic Plan Fiscal Years 2011 ...

Every few years or so, SBA releases a strategy document for the current and upcoming years.? The three strategic goals outlined for the fiscal years 2011 ? 2016 period are not significantly different from those of recent SBA planning cycles.? SBA?s core objectives of effectively supporting our nation?s current and future small business owners and providing assistance to victims of disaster remain unchanged. However, the means for achieving our goals reflect the lessons learned through experiences in serving our customers across the nation and from listening to, and working with, our employees at all organizational levels. SBA?s three strategic goals for FY 2011-2016 are:

  1. Growing businesses and creating jobs.
  2. Building an SBA that meets the needs of today?s and tomorrow?s small businesses.
  3. Serving as the voice for small business.

Steve Aoki Brings The Heat To Miami's Ice Palace

Dim Mak chairman had help from EDM pals Datsik and Alan Strovich as he powered through a set loaded with new gems.

MIAMI — The Steve Aoki Experience hit Ice Palace in downtown Miami a little after 3:30 a.m. in the early Saturday hours, and the Dim Mak chairman didn't disappoint. He powered through a set loaded with new music and the madness that fans have come to love from his live shows.

In the lead-up to his Ultra Music Festival show slated for Sunday (March 25), Aoki treated the Ice Palace crowd to champagne showers and shots of Grey Goose. He also brought along some very special friends: Datsik, who'll hit the road this summer on Dim Mak Records' Deadmeat Tour; and Alan Strovich, who recently finished a dramatic dubstep remix of "Ladi Dadi." (One of Aoki's biggest tracks, his 2011 "Ladi" features singer Wynter Gordon.)

Many of the tracks Aoki played on Saturday were from Dim Mak's Miami Winter Music Conference sampler, which dropped 10 days ago on Beatport. Those included the banging new gems "Dance" from Spencer & Hill and Dirtyloud; "Turn Up the Volume" with Joachim Garraud and Autoerotique; and Aoki's smash tag-team with Tiësto on "Tornado."

It was a crazy show to say the least. And with his date on the Main Stage at Ultra just hours away, it proved to be an exciting prelude to what we predict will be one of the most impressive stage dives at UMF.

Five Favorite Films with Elizabeth Banks

In our final Hunger Games Five Favorites feature, we present Elizabeth Banks, who plays the vapidly effervescent, Effie Trinket. Trinket is the Reaping Day host for district 12, the one who pulled the names out of the lotto and sent Katniss Everdeen and Peeta Mellark on their way to the Capitol where they, and 22 other tributes, fight to death in the Hunger Games arena. We spoke to Banks for illumination into her movie viewing history.

    Giant
    (George Stevens, 1956; 97% Tomatometer)

Number one is Giant. Starting off with the incomprable James Dean. I love that movie. I love how epic it is in scope. I love that it's about a woman who is coming into her own and thinks she's going into one situation and, of course, has to dominate and overcome. For me, for my money, if I had to choose between Giant and Gone with the Wind, I'd go Giant every time.

Where would Gone with the Wind place on your list?

It would not place in my top five.

Number two, I'm going to go with Pulp Fiction. It just came out at a really fun time in my life, my early 20s. Maybe even before that; was it '96?

    It was 1994.

I think I was graduating from college, yeah. It was just so fresh and amazing, and the storytelling, you know, changed cinema forever. I just loved it. And it brought back John Travolta. Every character was incredible, and I loved its really dark sense of humor. Like, literally some of the hardest laughing I've ever done in my life was when John Travolta accidentally blows the head off that guy. [laughs] Making that funny is such a feat. The comic sensibility of Quentin Tarantino never ceases to amaze me.

The next movie on my list, which is Baz Luhrmann's Romeo + Juliet, starring Leo [DiCaprio] and Claire Danes, that was the movie where I was like, "I want do this for a living." It was one of the few times in my life that I've been truly jealous of a bunch of actors.

That hadn't happened for you until you saw Romeo + Juliet?

Not in the way that really... Like, I saw the movie at a pivotal moment in my life when I was really deciding if I was going to pursue acting, and it was something that I want to be part of, a film like this.

Do you ever think about what your life would be like if you hadn't seen Romeo + Juliet, or if it never came out?

It'd probably be pretty similar; I just wouldn't be so jealous of Claire Danes.

I'm going to go with The Sweet Hereafter. I just love the sort of darkness of that movie, and I just think the performances in that movie... I love Sarah Polley and I always have. That movie, it stayed with me. It stayed with me for a very long time.

Number five, I'm going to go with... I'm picking between the multiple Barbra Streisand musicals of my youth that we would watch on Sundays with my mom. They're all good. Anything with Barbra Streisand.

Would you watch them on television with your mother?

Yeah. I mean, if I had to pick my first R-rated movie that I was like, "This is the greatest movie I've ever seen in my entire life," it was Flashdance. My mom took me to see Flashdance when we were really young. It was like way underage for R-rated; you know, you had to go with an adult. She was the adult who took us, because to my mom, it was just a story about a ballerina.

Was she surprised by the content?

No. I think, actually, she went and saw the movie with her friends and then decided, you know, "It's okay; I can take the girls." She loved it. That whole stripper thing, it kind of went over our heads.

    'Losing Control' In The Movies

Copyright ? 2012 National Public Radio?. For personal, noncommercial use only. See Terms of Use. For other uses, prior permission required.

    IRA FLATOW, HOST:

You're listening to SCIENCE FRIDAY. I'm Ira Flatow. Can a science experiment find you the right mate? A new romantic comedy film opens in New York today. It's called "Losing Control." And the main character is a scientist, Samantha, played by Miranda Kent. She is working on her Ph.D. at Harvard, and she's also trying out sort of her love life at the same time. But unlike the stereotypical scientists we see in movies or on TV, Samantha isn't - she's not one of these super nerds with the dorky glasses, the frizzy hair.

She's a regular person, maybe a tiny bit quirky, but who isn't, right? So how did that happen? Is Hollywood finally getting the message that scientists can be smart and sexy, or maybe it takes a scientist to make a movie that doesn't rely on stereotypes. Joining me now to talk more about the film "Losing Control" is Valerie Weiss. She wrote, directed and produced the film. And she's - and we have a clip of it that we're going to listen to right now.

    (SOUNDBITE OF MOVIE, "LOSING CONTROL")

UNIDENTIFIED WOMAN: (as character) You are going to break your neck.

TRUE BELLA PINCI: (as Little Samantha) No, I'm not. The centrifugal force keeps us from falling off.

    UNIDENTIFIED WOMAN: (as character) Sam.

PINCI: (as Little Samantha) My mom doesn't understand science, or she'd know that the equilibrium force of us holding onto each other balances the outward force that makes us feel like we're falling off. Wheeee.

UNIDENTIFIED WOMAN: (as character) I'm having a heart attack.

PINCI: (as Little Samantha) Don't worry. It's science. It always works.

MIRANDA KENT: (as Samantha) Well, at least, it used to.

FLATOW: That was a great segue from the kids to the rotating little - what was that?

    VALERIE WEISS: Sort of centrifuge...

    FLATOW: Centrifuge.

    WEISS: ...a roundabout centrifuge.

FLATOW: Round - that was - tell us about the plot of the movie.

WEISS: Well, really, I just wanted to make a movie about a centrifuge because I've never seen a centrifuge in a movie before.

    (SOUNDBITE OF LAUGHTER)

WEISS: So, as you said, it's a quirky romantic comedy about a female scientist who wants proof that her boyfriend is the one.

FLATOW: Yeah. So she does a science experiment with her boyfriend.

WEISS: Exactly. She spends so much time in the lab doing experiments that it just seems second nature to answer her life questions that way as well.

FLATOW: And this is a movie that stars a female scientist in the main role. She's working at a Ph.D. in Harvard. You have a Ph.D. from Harvard. A little bit of a coincidence?

    (SOUNDBITE OF LAUGHTER)

WEISS: Well, they say right, you know, and after six years getting a Ph.D., I know it really well.

FLATOW: But you were not a - you never became a scientist, did you?

WEISS: Well, I mean, it depends what you mean. I've been doing science since I was 14, working in labs. And, you know, I did a whole Ph.D. in X-ray crystallography. So I definitely, you know, consider myself a scientist. But I didn't work at it after my Ph.D.

    FLATOW: Right.

WEISS: I made my first movie while I was writing my Ph.D. And two weeks after we wrapped, I defended my thesis and never did another experiment again.

FLATOW: What was the tug to the theatre side?

WEISS: You know, I think I'm attracted to both fields because I love to know why things are the way they are. And, you know, relationships or a theatre gets at, you know, relationships and personalities and, you know, social aspects of our lives. And then, you know, I discovered science in 10th grade because I had a great biology teacher, Mr. Charambura, and...

FLATOW: There's always somebody, isn't there? That gets you...

WEISS: You know, science teachers are so important. Someone has to really, like, introduce you to it because it's not necessarily immediately accessible in our culture and - except for shows like yours. And, you know, then I realized that's another way to ask why, and I could get down to the molecular level of why things are the way they are. So that's really the tug for both fields.

FLATOW: 1-800-989-8255 is our number. We're talking with Valerie Weiss, writer, director and producer of "Losing Control." That opens in New York today. A little nervous?

WEISS: Sure. And we've been in festivals for a year. We've screened in 30 film festivals, and we screened for the National Academy of Sciences. So I know audiences love it. So that's - that takes some of the nerves away but...

FLATOW: Did you get support from the science community on this?

WEISS: We got amazing support. A company called VWR - that scientists will know because they furnish everything in your lab - and Eppendorf and Corning and a whole list of other companies were amazing. They filled our - we had a lab from Zencore in Los Angeles that let us shoot for free.

    FLATOW: In their lab?

    WEISS: In their lab.

FLATOW: Because it looks like a real lab.

WEISS: Thank you. It's so important to me to have authenticity in this movie. And they gave us an empty lab because, of course, they didn't want us messing with experiments. And it was great, except we had to fill it on no budget. So these companies donated equipment to us for free. It was amazing.

FLATOW: How did you decide on the character, the lead character, the scientist - what she would - her character be, not the nerdy kind of science person you might see on the "Big Bang Theory," right?

WEISS: Yeah. Well, you know, like I said, authenticity was so important, and I was lucky enough to have access to this world because it was my life...

    FLATOW: Right.

WEISS: ...for six years. And, you know, I just based her on myself and my friends, and she, you know, my class was actually 50 percent women. And the women weren't like the stereotypes you see in movies. They were real and vulnerable and had boyfriends and lovers. And, you know, I just wanted people to get to see that. And so really I just, you know, based it on my own experiences.

FLATOW: And did you - the plot, was that based on your own experience?

    (SOUNDBITE OF LAUGHTER)

WEISS: It's definitely exaggerated. My favorite filmmaker is Pedro Almodovar in a movie called "Women on the Verge of a Nervous Breakdown," was a huge inspiration for me. And I love that sort of zany, absurdist comedy, so you know, things are embellished, but there's a kernel of truth to everything, and the science is 100 percent accurate in the movie.

FLATOW: 1-800-989-8255 is our number if you'd like to talk about the movie "Losing Control" with Valerie Weiss. You say the science is 100 percent accurate.

WEISS: Yeah. There's one scene maybe we fudged a little. But towards the end...

FLATOW: Yeah? I bet you I know what that is.

    (SOUNDBITE OF LAUGHTER)

WEISS: Don't give it away. Don't give it away. Yeah. Well, I'm not...

    FLATOW: 'Cause I thought...

    WEISS: ...I'm not a physicist. I'm a biophysicist.

FLATOW: I thought, this can't happen.

    (SOUNDBITE OF LAUGHTER)

WEISS: Maybe in an alternate universe...

FLATOW: I won't give it away, but we all - all of us who've seen the movie say there's a little bit of fudging going on in this spot...

WEISS: Yeah. But it was too good not to put it in. It made me laugh too hard.

    (SOUNDBITE OF LAUGHTER)

FLATOW: Did you have to teach the actors how to do the pipetting and all that kind of stuff?

WEISS: You know, we did. We spent so much time, 'cause, again, it was so important to me. We had science consultants from UCLA and Xencor. Actually, my actors who play scientists, they came to the lab, they ran a gel, they pipetted. They did everything. They spent a whole day learning. They went to lab meetings. They actually spent probably a week of intensive training, and they were amazing. I think they're really convincing.

FLATOW: How much of the science did you feel you needed to dumb down?

WEISS: No, nothing. I didn't dumb down a thing because I think if you understand science, you can explain it well. And I know Alan Alda is going to talk about that, and I took a workshop with him about communicating science. And I think, you know, it's a matter of A) finding what's personal about it, B) understanding yourself, and C) connecting with your audience. So the only thing we did was find visual ways to explain the same concept. So you know, the scene where she's at a party and she uses elements on the bar to explain her research with, you know, X and Y chromosomes and, you know, audiences get it. It's so rewarding.

FLATOW: Yeah. Yeah, they want as much science as you can give them.

WEISS: Yeah. Oh, yeah. They're just begging for more.

FLATOW: It was something out of...

WEISS: Not sex, it's science. Give us more science.

    (SOUNDBITE OF LAUGHTER)

FLATOW: There you have it. That was sort of a scene out of "A Beautiful Mind," like they were in a bar, and they were also in another bar.

    WEISS: Yeah. Absolutely. It's...

FLATOW: Did you have that in mind at all, the other great scenes in films that were...

    WEISS: You know...

FLATOW: ...that you would become part of the lore of...

WEISS: Yeah. You know, I mean, we have some pretty memorable lab scenes we're hoping would go into the great canon of science movies for what we put in there.

FLATOW: All right. Let's take a phone call or two, from Christine in Durham, North Carolina. Hi, Christine.

CHRISTINE: Hi. I'm so disappointed by this movie. I'm a graduate student at Duke, and we've struggled so long to not - I guess the main thing is, is not to sexualize women, especially in science. I mean the documentary "Misrepresentation" just talks about that.

FLATOW: Have you seen - Christine, have you seen...

CHRISTINE: Do we ever hear about a male scientist...

FLATOW: Christine, have you seen the movie? Christine?

CHRISTINE: I haven't. But based on the conversation, I mean, explaining science on a bar - I mean, Ira, you - I enjoy your show, but you got so excited about equating sex and women in science. It's just so disappointing and disgusting. It really is.

    FLATOW: Well, OK.

WEISS: Christine, you need to see the movie, because I don't think you'll be disappointed. I think what you'll see is it's the first time a full picture of a real woman is presented, because her brain is absolutely there, and she's an emotional, breathing, real person, and I think you'll actually be very happy when you see it. Check out the trailer at losingcontrolmovie.com. It'll give you a really good taste for it.

CHRISTINE: But you've mentioned sexiness in science four times. Why does that...

WEISS: I also mentioned her research at Harvard, her PhD, the X and Y chromosome. You really should take a look.

CHRISTINE: Yeah, but we all know the history about sexism and women in science. I mean, all of that kind of effort kind of negates what we're trying to achieve.

WEISS: Yeah, I don't think it will. I think you need to take a look, as a good scientist, to do your research before drawing conclusions.

FLATOW: 1-800-989-8255. How many places will this be opening at?

WEISS: We're starting in six cities. We're starting in New York.

FLATOW: If she wants to go see it...

WEISS: Yeah. Well, now we have to go to Durham for sure.

    (SOUNDBITE OF LAUGHTER)

WEISS: We are starting in New York, then we go to Boston. And actually, this is out of chronological order, but we go to Boston, April 6, at Kendall Square Cinema. We're really excited to - for our hometown screening. And in Los Angeles, we open April 13 at the Laemmle Theater, and we're going to be in Sacramento and Tempe and Tacoma, and that's just the start. All these places are chains. So we're hoping to expand across the country if we have your support and you come out and see the film.

FLATOW: You must have a sequel or another movie...

WEISS: Oh, we have a TV show, actually...

    FLATOW: A TV show.

WEISS: ...in the works. Yeah. We think this is a great episodic story where there's a whole other element that's happening in the lab besides her love life. And we're going to sort of make it an Ally McBeal-ish sort of episodic thing.

FLATOW: Interesting. You know, do you ever hear of Leon Lederman? He was a - he's still a physicist. He spent decades going to Hollywood trying to convince Norman Lear and people like that who are very big TV producers to do a TV series based in a laboratory someplace.

WEISS: Somebody told me this story. This was...

    FLATOW: Yeah.

WEISS: ...a long time ago, right?

FLATOW: Oh, this is - yeah. Well, I'm old enough to remember 'cause I actually...

WEISS: Who told me this? I think...

FLATOW: I've known Leon forever so...

WEISS: Maybe Joe Palca told - somebody told me the story.

FLATOW: Maybe Joe Palca. Could be.

    WEISS: But I think...

FLATOW: And so if you can pull that off, you know ? what the modern version of it, of course, is "CSI."

    WEISS: Right.

FLATOW: They got their lab, but they had to disguise it...

WEISS: Right. Well, I think the character-driven element needs to be in there. And, you know, before we made this movie, they said the same thing, like, nobody wants to see scientists and nobody, you know, we have to dumb down the science. And they told me science wasn't visual, which I take huge issue with because it's a very visual movie, ad we found lots of ways to show the science.

FLATOW: Who were the they that told you these things, the producers?

WEISS: You know, just different people.

    FLATOW: The industry?

WEISS: Industry a little bit. You know, we met with people who really wanted the movie to be about a scientist who created a potion to find the right man. And, you know, it's like, you know, science is advanced enough. We understand it enough. We can use real science to explore this question. We don't need to make it up.

FLATOW: Well, we wish you good luck and - in your opening. And, you know, we talk a lot about science and theater and film here, and we always hope that they find some legs so everybody can go see them - this gets, you know, wider distribution, so people can call us after they've seen the movie...

    WEISS: Great. Thank you.

    FLATOW: ...and talk about it...

WEISS: Yes. Let us know after you watch it.

FLATOW: Good luck to you, Valerie Weiss. She is losing control here.

    (SOUNDBITE OF LAUGHTER)

FLATOW: She wrote, directed and produced the film, and it's a good view(ph) . I advise you all to go take a look. Thank you for coming and talking with us today.

WEISS: Thanks for having me. It's a pleasure.

MarkCare: Making Health Insurance More Affordable for Small ...

Mark Hodesh, the owner of a home-and-garden shop in downtown Ann Arbor, MI, thinks there?s a lot of misinformation about the Affordable Care Act and its impact on small-businesses like his: ?A lot of people say it?s a job killer. In my experience, it?s a job creator.?

To maintain a strong staff for the past 12 years, Mark works to provide health care coverage to his full-time employees and sees it as a key component to the store?s success. As Mark says, ?We rely on long-term, well-informed good employees to compete with our box-store competition. The best way I know how to attract and keep good people is to have a good benefits package. Health care is a big part of that.?

The Affordable Care Act allows employers to claim a tax credit for up to 35 percent of their health insurance premiums. Mark says that while his insurance rates have skyrocketed over the past 10 years, the tax credit gave him the ability to hire another employee to his current staff of twelve.

The health care law?s tax credit has lowered health insurance costs for small-business owners, who on average have paid about 18 percent more than large firms for the same health insurance policy.

Starting in 2014, the small-business tax credit goes up to 50 percent for qualifying small businesses who will have access to a choice of private health plans through State-based Affordable Insurance Exchanges.

Other provisions of the Affordable Care Act have also been important to Mark?s employees, such as barring insurers from discriminating against children with pre-existing conditions; in 2014, no one can be denied coverage due to pre-existing conditions.? The health care law also prohibits low annual and lifetime limits on how much care insurers cover.

Additionally, Mark, his employees and millions of other Americans with private insurance or Medicare are able to get many preventive care services, such as flu shots, cholesterol screenings and cancer screenings like mammograms and colonoscopies with no co-pay or deductible.

And, thanks to the Affordable Care Act, small businesses are no longer in the dark about their health insurance premiums. Now, insurance companies are required to justify rate increases of 10 percent or higher. This has contributed to a decline in rate increases; in the last quarter of 2011 alone, States reported that premium increases dropped by 4.5 percent.?

The health care law is giving small businesses more affordable options for health care and health insurance coverage, and as Mark says: ?The Affordable Care Act is making it easier for us to do better.?

If you have a story like Mark?s, share it at www.Healthcare.gov/MyCare.

Republic Wireless to open next beta of hybrid VOIP service this summer

Republic Wireless to open next beta in June
The $19 all-you-can-eat smartphone service that seemed great, then not-so-great, then great again is about to re-open public beta testing. We're told that the first phase of the beta is "going very well", to the point where Republic Wireless feels it can "skip the baby steps" and offer its hybrid VOIP/cellular goodies to another batch of experimental folks starting in June. The provider also promises a new handset as early as April, a smoother transition between WiFi and cellular calling (on Sprint's frequencies) in May, and a full-on public launch at some point in the undeclared or undecided future. Not ready to abandon your Big Cell provider just yet? Then Republic Wireless makes one more promise: a way for customers with other carriers to save money on their bills even before they make the leap. Consider us intrigued!

    [Thanks, Ryan]

46 killed in Iraq attacks ahead of Arab summit

BAGHDAD (AP) ? Bombings and shootings across Iraq killed 46 people on Tuesday, striking at police and Shiite pilgrims in a torrent of violence that officials had dreaded in the run-up to a Baghdad meeting of the Arab world's top leaders, which the government hoped would showcase the nation's stability.

There was no immediate claim of responsibility for the attacks, which also wounded more than 200 people. But authorities have feared al-Qaida or its Sunni sympathizers would try to thwart next week's annual Arab League summit.

The gathering is to be held in Iraq for the first time in a generation. Plans for Baghdad to host the meeting last year were postponed, in part because of concerns about Iraq's security.

One of the deadliest strikes Tuesday hit the Shiite holy city of Karbala, where officials said two car bombs exploded in a crowded shopping and restaurant area. Thirteen people were killed and another 50 were wounded in that attack, said local provincial council member Hussein Shadhan al-Aboudi.

"The intention of these attacks is to destabilize the security situation in Karbala and other Iraqi cities and to shake the people's confidence on the government," al-Aboudi said. "It seems that the terrorists want to abort the upcoming Arab Summit in Baghdad. The message is directed to the Arab leaders that Iraq is not safe enough to be visited."

Karbala, 50 miles (80 kilometers) south of Baghdad, is a destination for thousands of Shiite pilgrims from around the world who visit the golden shrines of two revered imams each day. Five Iranian pilgrims were among the dead.

The wave of violence began after dawn Tuesday.

Militants blew up the house of a police official in the western city of Fallujah, planted bombs near the fortified Green Zone and shot up a security checkpoint in Baghdad, set off an explosion at a police station in the northern city of Kirkuk and attacked restaurants and shopping areas in two southern towns.

In all, eight cities were hit in attacks that mostly appeared to target police and government officials.

Police and health officials in each city who confirmed the casualties spoke on condition of anonymity because they were not authorized to speak to the media.

Saman Majid, a cameraman for the Kirkuk police department said he had just arrived at work when the bomb outside the station exploded. He said he was wounded by small shrapnel that hit his head and ran to the Kirkuk General Hospital for treatment instead of waiting for an ambulance.

"I quickly got out of my car to see burned bodies trapped inside the cars," he said. "Dozens of cars were on fire. It was a scene from hell, where there is only a huge fire and dead people and nothing else."

Thirteen people, most of them policemen, were killed in Kirkuk, said Brig. Gen. Sarhad Qadir. An additional 59 were wounded. Kirkuk is 180 miles (290 kilometers) north of Baghdad.

Officials have been bracing for attacks in the run-up to the Arab League summit during which the Shiite-led government hopes to showcase Iraq's improved security and stability since the sectarian fighting a few years ago that almost pulled the country into civil war.

Insurgents are seeking to belie Baghdad's better image, and officials expect more attacks as hundreds of dignitaries and journalists converge on the capital next week.

Two of the attacks Tuesday hit right outside the Green Zone where the summit will be held.

Last week, the government said Iraq would deploy an unprecedented number of security forces to protect the capital for the summit. An estimated 26,000 police and soldiers ? including more than 4,000 from Iraq's north and south ? are expected to be deployed in Baghdad.

But citizens and lawmakers have questioned whether Baghdad would be safe during the Arab meeting.

Extremists have launched large-scale attacks in Iraq every few weeks for nearly a year. The violence now is nowhere as frequent as it was during the tit-for-tat sectarian fighting a few years ago. But the attacks appear to be more deadly than they were before American military's withdrawal in late December.

The last widespread wave of attacks across Iraq, on Feb. 23, killed 55 people and wounded more than 225.

Iraqi government spokesman Ali al-Dabbagh on Tuesday announced a weeklong federal holiday in Baghdad, from March 25-31, when government offices will be shut down.

Officials also will impose a curfew in parts of Baghdad on March 29, when the Arab heads of state fly in, and try to curb violence by shutting off roads near the Green Zone and encouraging people to stay at home.

Six arrested in tabloid phone-hacking probe

Detectives investigating phone hacking at Rupert Murdoch's News of the World arrested six people on Tuesday on suspicion of perverting the course of justice, London police said.

Five men aged between 38 and 49 and one 43-year-old woman were arrested in dawn raids in London and other areas in southern England.

The coordinated arrests were made by officers from Operation Weeting, the Metropolitan Police inquiry into the phone-hacking of voicemail boxes, a police statement said.

"All six -- five men and one woman -- were arrested on suspicion of conspiracy to pervert the course of justice."

Police investigating phone hacking by journalists at the scandal-hit News of the World, the British tabloid shut down by Murdoch in July, have arrested dozens of people during the past year.

News International, the publisher of the News of the World, did not immediately have a comment on whether those arrested were members of staff.

Another way the unending GOP primary helps dems

Another way the unending GOP primary helps dems.

Pew Research Center for the People & the Press:

The Republican nomination battle is rallying Democrats behind Barack Obama. Currently, 49% of Democrats say that as they learn more about the GOP candidates, their impression of Obama is getting better. Just 36% of Democrats expressed this view in December, before the Republican primaries began.

In contrast, there has been virtually no change in Republicans? views of the GOP field during this period. Just 26% of Republicans say their impression of the GOP field has improved as they have learned more about the candidates. That is largely unchanged from December (30%).

The latest national survey by the Pew Research Center for the People & the Press and The Washington Post, conducted March 1-4 among 1,009 adults, finds that the overall balance of opinion about the GOP field remains more negative than positive. About three-in-ten (29%) Americans say as they learn more about the field their impression of the Republican candidates has gotten worse, while just 12% say it has gotten better. Half (50%) say their impression has been staying about the same. That is little changed from December.

This follows a recent NBC News/Wall Street Journal poll that showed the primary was turning off voters. Asked for a word or phrase to describe the primaries, the top choices of Republican voters were ?Unenthusiastic,? ?discouraged,? ?lesser of two evils,? ?painful,? ?disappointed,? ?poor choices,? ?concerned,? ?underwhelmed,? ?uninspiring? and ?depressed.?

The difference with the new Pew poll is that it shows Democratic enthusiasm rising, even as other polls show the GOP?s falling. In short, the GOP candidates are managing to piss off everybody, which comes with consequences; in the case of Republican voters, it?s making them want to stay home. But in the case of dems, it makes them want to vote the living crap out of the eventual nominee.

Late-season snow brings economic boost to The County ...

FORT KENT, Maine ? She took her own sweet time, but once Mother Nature decided to deliver winter to northern Maine, she did it in grand style.?And it couldn?t have come at a better time for local economies.

Winter is big business in an area which relies heavily on seasonal activities like snowmobiling, the Can Am sled dog races, ski competitions and other snow-related recreation.

Trouble was, through the first part of January, conditions were poor and were keeping?regular visitors ? and the money they spend ? away.

?Between Christmas and New Year?s, I did not have enough erasers for the cancellations,??Arlene Lerman of the Long Lake Motor Inn said. ?The first week of January there was no snow, but since then we have filled up.?

Lerman owns the St. Agatha inn with her husband, Ken Lerman, and said the turnaround following substantial snowfalls over the past two months has been a major shot in the arm for their business.

?The snow came and we were saved,? she said. ?We have 20 rooms here and we are full.?

According to the National Weather Service?s northeast snow depth map, as of March 10, Aroostook County has the deepest snow in the state, with an estimated snowpack between 20 and 25 inches in the St. John Valley and 15 to 20 inches around the rest of the county.

?This is really good,? said Kathy Mazzuchelli of the Caribou Parks and Recreation Department, a longtime voice of snowmobiling in northern Maine. ?Motel vacancy rates went down significantly after we got snow and now we are seeing snowmobiles outnumbering cars in restaurant paring lots.?

She said grooming operations did the best job they could with minimal snow to work with early in the season, but those efforts created an excellent base to now work and ride on, which could last well into April.

?Now you can?t find a bad trail out there,? Mazzuchelli said.

Up in the St. John Valley, the annual Can Am Crown sled dog races drew scores of mushers with hundreds of dogs to the area last weekend. For many traveling from points south, it was the first time they and their teams had been on snow this year.

Trail groomers had worked with what snow there was and by early February had a packed trail established for the event?s three races, ranging from 30 to 250 miles.

Less than two weeks before the race, the area got hit with a major snowstorm that dumped more than two feet of new snow. On race day, another 10 inches of snow provided a lot of icing on the winter recreation cake for dog sledding and other sports.

?Although we waited for the snow to come this year, our conditions have been excellent?for over two months now,? Colin Jandreau of Four Seasons Trails in Madawaska?said. ?Our snow base on the ski trail was well below normal for mid-February, so the late?snowfalls over the past two weeks have in reality only brought our snowpack back to?normal for this time of year.?

And just in time, as the facility is hosting a county middle school race this coming Tuesday, the Acadia Federal Credit Union Ski Marathon on March 18 and the annual Tiki Torch Night ski on March 24.

?We are in excellent shape for hosting these events,? Jandreau said. ?Snowshoeing and skiing at Four Seasons will continue into late March and early April if the weather patterns are normal for March.?

According to officials at the National Weather Service in Caribou, Jandreau and other outdoor winter enthusiasts may be in luck.

?For spring as a whole, which includes March, April and May, we are going to be about normal for temperatures and precipitation, as well,? Maureen Hastings, NWS forecaster in Caribou, said Saturday. ?It has been a warmer than normal year across the rest of the country with a lot less snow than normal.?

In Caribou the snow levels are about 6? inches below normal for this time of year, Hastings said.

?The first part of the season was warmer than normal, so it seemed like a lot of the storms we got started as snow and then changed over to a snow-rain mix,? she said. ?When we got into the late part of winter, we got more snow and it stayed colder, [but] it looks we have gone back into that warmer pattern.?

Temperatures hit 58 degrees in Caribou on Thursday, setting a new record for the high, which previously was 50 degrees in 1995.

Mazzuchelli was philosophic about the warm-up.

?It?s March, it will be short-lived,? she predicted. ?The snowpack is still good [and] overall people like spring riding and [Aroostook County] is a great place to do it.?

Mazzuchelli is worried that despite the recent heavy snowfalls, it may be too little too late?for some businesses this year.

?Whether or not some businesses can make up what they lost over the season is still a?question out there,? she said. ?But it?s still good they can make up some ground.?

At Martins? Motel in Madawaska, owner Jean Ouellette was welcoming the good trail conditions.

?It was a slow start to the season,? she said. ?But for the past three weeks we have been?really busy [and] that foot and half of snow we got last week was really a blessing.?

She said the motel did not experience many cancellations as ?people are getting used to?our late winter conditions and not making plans early.?

The late season did translate into a decline in snowmobile registrations, the driving force?behind local clubs? grooming and operating budgets, Mazzuchelli said.

?Sled registrations are down significantly this year based on the February reports,? she?said. ?If registrations go down, there is no money [for the clubs] and it is conceivable?[they] could throw up their hands and walk away.?

Seasonal equipment breakdowns and the rising cost of diesel fuels have stressed many of?the volunteer grooming operations around Aroostook County, she said.

?You have a $250 million economy that rides on the backs of volunteers,? Mazzuchelli?said. ?They need all the help they can get ? join a club, register your machine, and when?you see a fundraising breakfast or spaghetti feed, stop in.?
